Traffic Management Bureau of the Ministry of Public Security Issued Notice on the Right of Way of Trailers

In order to implement the Several Opinions of the State Council on Promoting the Reform and Development of the Tourism Industry (Guo Fa [2014] No.31), regulate caravans on road and promote healthy development of Chinese tourism, the Traffic Management Bureau of the Ministry of Public Security issued a notice on 8 April 2015 ("Notice"), requiring that Traffic Management Authorities at all local levels to accurately understand the definition of "trailer" and distinguish the differences between caravans and other loaded trailers in terms of carrying capacity, carry quality, travel routes and operating rules. According to the Notice, caravans towed by small passenger cars are not considered as loaded trailers. The Notice further says Authorities should develop more detailed city road management measures tailored to local traffic conditions and caravan owners' needs, including regulations regarding the time periods caravans are allowed to enter urban areas and use city expressways, viaducts, major bridges and tunnels, so as to fully protect the right of way of caravans.
